President Bola Ahmed Tinubu has approved the removal of Saidu Mohammed as Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), and has nominated Rabiu Abdullahi Umar as his successor.
The decision was announced in a statement on Tuesday by Bayo Onanuga, Special Adviser to the President on Information and Strategy. He noted that Umar’s appointment is subject to confirmation by the Senate.
Umar brings more than two decades of extensive cross-sector experience spanning the energy, manufacturing, finance, and infrastructure industries. His career reflects a strong blend of operational leadership and strategic management across major industrial and energy organisations.

Prior to his nomination, he held senior executive positions at Dangote Industries Limited, where he served as Group Chief Commercial Officer. He also played a key role at Dangote Cement Plc as Group Sales and Marketing Director, overseeing commercial strategy and market expansion.
His experience further includes contributions to energy and infrastructure development during his time at Lafarge Africa Plc, where he was involved in power and energy projects aimed at strengthening electricity supply systems.
Umar previously served as Managing Director of Ashaka Cement Plc, where he led corporate operations and executed turnaround strategies to enhance organisational performance.
In the oil and gas sector, he spent over a decade at Oando Plc, gaining broad experience across finance, marketing, operations, and logistics, including terminal management.
His appointment comes at a pivotal period for Nigeria’s midstream and downstream petroleum sectors, with expectations that his depth of industry expertise will drive regulatory reforms and improve operational efficiency at the NMDPRA.
